VOSA Powers to Stop
  • In March 2011 VOSA was granted powers to stop commercially operated vehicles in Scotland. This means that VOSA no longer need police support to carry out roadside checks north of the border and will bring Scotland in line with VOSA’s current operations in England and Wales. VOSA’s stopping officers will be clearly identifiable in uniform and their cars will display VOSA livery with black and yellow Battenberg detail, amber roof-bar lights and matrix signs

  • A reminder that driver CPC training is now in its 3rd year for HGV drivers and 4th year for PSV drivers. This means that drivers must have completed 35 hours of training by September 2014 for HGV drivers and September 2013 for PSV drivers. I recommend undertaking one day of training per year but more may be prudent if none has been taken so far especially for PSV drivers. Please call if you need further information
  • New management CPC regulations came into force in December 2011 which affect all national and international licence holders (but not restricted licence holders). It sets stronger criteria for CPC holders and the role they play for a licence, with more prominence given to them and a greater personal responsibility. For current CPC holders/Transport Managers (TMs) there will be an EC wide register and the potential to lose your repute if personally convicted of a number of different offences including tachograph infringements. TMs will be categorised as internal (employed within the business) or external (e.g. agency or consultant) with various rules applying to both. In practice this should not make any difference to current CPC nominees and no action is required right now. However "Grandfather Rights" holders need to re-apply for their entitlement, now called "Acquired Rights", this is important as they will lose their entitlement if no application is made.  For more information see here http://assets.dft.gov.uk/consultations/dft-2011-11/dft-2011-11-response.pdf
